Program Edmund S. Muskie, named after the famous American politician, has been approved by the U.S. Congress in 1992 and helps students from Eurasia to postgraduate education in US universities. The program is organized Bureau of education and cultural Affairs at the U.S. state Department.
Scholarship of the Mask are allocated to students from the following countries: Russia, Ukraine, Kazakhstan, Belarus, Armenia, Georgia, Moldova, Kyrgyzstan, Turkmenistan, Tajikistan, Azerbaijan and Uzbekistan.

To participate in the competition to obtain a Muskie fellowship, applicants must meet the following requirements:
The scholarship covers all major costs for obtaining a graduate education in U.S. universities: tuition, accommodation, airfare, costs associated with the movement in the country, a monthly allowance.
The period of study in the U.S. program Edmund S. Muskie is one or two years.
